Vivi is already approaching, clearly starstruck by this whole business and reaching out his gloved hands very carefully for the puppy to sniff.

He knows how animals can be, though, and to avoid potentially startling the dog with how strange he is (which has happened before, sometimes) he stands very, very still so the puppy can give her approval first.
