May’s Teacher’s In-Service convenes over a number of disciplinary actions, which will require the attention of the Faculty. All students have been found to be taking part in serious actions that could endanger the student body. While the school tries to avoid restricting movement and interaction among the students, it does have a number of tracking capabilities, such as imposing a Rune of Penitence upon the student that will allow chosen Faculty to observe them at any time, as well as transmit detailed information whenever the student attempts to use any kind of magic, flame, or other power. The rune also allows chosen Faculty to warp immediately to the student’s side, should it be warranted. Up to three Faculty can be assigned to man the rune. Beyond that, the general shape of the punishment is up to the Faculty and what they feel is appropriate.
[Faculty will have the ability to impose IC punishments upon the students based on their actions. Faculty may discuss and put forward recommendations as they wish in the Formal Proposal thread, which can either be voted upon by the faculty or, if there is general consensus, placed in as the final decision. Please keep this strictly to IC punishments that make sense for the character’s actions, while the character has been breaking the rules the players themselves absolutely have not and we want to use this as a way to encourage roleplay, not discourage it. If the mod team feels the finalized punishment is too much or will impede a player’s ability to play, we will modify it before imposing the final penalty. No characters have requested any specific exceptions to punishment, so you are otherwise free to impose what you feel is appropriate within reason. The students, and their infractions are listed below]
Kano:
Unauthorized summoning of daemons on campus
Multiple daemonic contracts with no regard for personal health or safety
Continuous risk-taking with no regards for personal safety and reckless endangerment of other students
Damage to campus property (drilled hole in dormitory floor without permission)
Toki:
Causing general alarm among student body with sudden outbursts of procroclimations of doom, and generally taking poor care of self when it comes seer abilities
Spreading inflammatory and baseless rumors about others
Tried to run away while on overseas trip
Involved with risk-taking situations with Kano above
Rex:
Distribution of military-grade weaponry to students without authorization
Upgrading of student weaponry without authorization
Intent to distribute further military-grade weaponry to a larger group of students without authorization
The final order of business is that of visions. All seers are beginning to see an imposing, dangerous figure who seems well aware that their Sight is drawn to it. The High Seeress herself makes an appearance to brief the faculty.
“I am afraid our time grows short. We have reason to believe that the visions we are seeing are of a creature borne of Nightfall. We have dubbed this creature a ‘Herald’, and its presence signifies our impending doom. By our estimation we have around a year remaining before darkness envelops this world. The Herald’s emergence will be met with apocalyptic power, and our first priority will be to take it down and lessen its impact. Our estimation is that the Herald possesses the power to bring about Nightfall if not stopped. While this creature is powerful beyond measure, our visions strongly suggest that it is but the first. The time to prepare and the time to act is coming. We will leave it to you to determine how you will break the news to your students.”

Not gonna say the kid didn't fuck up there, but "taking poor care of self in regards to seer abilities" is kinda it's own punishment, y'know? [She's been through enough bad vision aftermaths to know.] Definitely needs to get it through his head that it ain't safe to ignore the side effects, but I dunno if that's something he should get punished for instead of, like. Therapy.

...On that much I agree. Mr. Rikugou's lack of self care, while disturbing, is not something I would do something purely punitive over. Other than perhaps mandating he attend therapy sessions. On that much, he needs guidance more than penance, and realistically, many of his other problematic acts are best suited to be dealt with that way. The rascal means well at heart, but he's a wreck in more ways than one.
His participation with Kano's recklessness, on the other hand... that should be looked at judiciously.

As far as his running away, I was informed by a friend of his that that too was done for the sake of helping a friend of his. It's not ideal, but I don't think it's something that ought to be punished, all things considered.
Do we have any kind of staff her who could stay with him? Act as a personal supervisor, even on shift?

Personally, while I do not know Kano individually or as a student... this list of offenses is not to be taken lightly. We're talking about a case where students actually got seriously hurt and killed, even if temporarily. That's not even speaking of the stupid recklessness he puts upon himself by cutting deals with daemons.
The lad might need mental help, that much is true, and he should be given it.
But I am not keen on being lenient in his case. I propose more sweeping disciplinary action here. Mandatory therapy, a tracking sigil, harder lines of detention to keep him in a place where he's more easily observed, and perhaps even magic nullification fields in his dorm room to make sure he cannot summon anything without being somewhere conspicuous. And even that might not be enough.
...Also I would suggest that he be enrolled in my daemon defense class as well as Professor Atchison's contracting class if he hasn't taken it already next semester. Someone needs to drill it into this rascal's head not to deal with daemons in such a cavalier fashion.

Be that as it may, distributing military grade hardware to students not trained to use it, and perhaps worse, not mature enough to handle it is something we should take very seriously. I would agree with the proposals to keep his forge work supervised and making sure the projects he works on are properly secured with no intent to distribute.
...The last thing we need are more explosions in the dorms by someone who thinks a grenade launcher is a toy. It's hard enough wrangling our would-be mages from doing something similar, and in the case of weapons is perfectly preventable.

I think he should have tabs kept on him with a sigil and regular check-ins, both on him and to see the tracking rune is holding up. Not just have him be supervised at the forge. The- the problem is that he's passing these things along right? So, seeing who he's around might help.

Mandatory supervision while using the forge, if not outside of that to some degree. For our part, projects that Mr Arany can divert his clearly considerable amount of creative energy to that aren't mass producing weaponry.
